The majority of African governments have yet to issue targets for biodiesel use although some of them are at the forefront of the promotion of biofuel production and the adoption of Jatropha, particularly, Zambia, Tanzania, Kenya and Madagascar. Within Africa, Mozambique has been identified as potential biofuel superpower because of ideal agro-climatic conditions. In recognition of this potential, the government is in the midst of finalizing a national biofuels policy, which is expected to include specific consumption mandates and fuel standards. More broadly, the improving business climate has encouraged a growing inflow of foreign direct investment (FDI) into agriculture and other industrial sectors.
